AASGTF has consistently played a constructive role in shaping education policy and service reforms for Secondary Teachers in Assam.

  • Common Service Rules: Upon the Hon’ble Minister of Education’s invitation for stakeholder suggestions on a Common Service Rule for School Education, AASGTF prepared a comprehensive proposal and formally submitted it to the Education Minister’s Office.
  • Inter-Cadre Promotion: Recommended the introduction of a transparent Inter-Cadre Promotion system to ensure deserving teachers receive fair career advancement opportunities.
  • Time-Bound Career Advancement Scheme (TBCAS): Proposed a structured career progression model to recognize experience and long-term service:
  • After 8 years of continuous service in the same post, teachers should receive financial upgradation to the rank of Senior Secondary Teacher, along with an upgraded pay scale.
  • After 15 years of continuous service, eligible teachers should be granted the Selection Grade, providing further financial and career progression.
  • Unified Teacher Cadre: Recommended that all teachers serving from Classes IX to XII be designated uniformly as Secondary Teachers, ensuring parity in status, service conditions, and career opportunities across secondary and higher secondary education.

These recommendations reflect AASGTF’s commitment to building a fair, transparent, and future-ready service structure that values merit, experience, and professional growth while strengthening the quality of school education in Assam.
